As I looked at some of my in-game items, the Nightstalker hunter exotic cloak says that it requires that DLC. I uninstalled the DLC and restarted the console. When I went back to install it, the Microsoft Store option was to purchase again. Funny enough, the Weapons Pack and SUROS Arsenal Pack is still listed (if memory serves, this was part of that DLC).
