Not everyone has a minimum of 5mbps upload. It is completely ridiculous for a video game to consume upwards of 4mbps upload concurrently. Even players with amazing connections feel the issues from players with connections unable to keep up. I understand the need for the uniquely complicated network setup in patrols, but everything else? I have a family that uses the same internet connection as me. Other games play fine, requiring an average of around 10KB/s upload. The way I see it, it's more of a cost saving measure than something that helps with immersion.
