This is going to be a constructive deconstruction of the reasoning behind a certain Nerf in the TWAB post posted by Bungie today, 5/16/2019.
[b][i]Whisper Of The Worm[/i][/b]
[u]Nerfs[/u]:

[u]Reason For Nerf[/u]: [quote]"an Exotic that can [b]generate an infinite amount of Heavy ammo[/b] is still a gigantic outlier and renders many weapons irrelevant for certain encounters. While Exotics are intended to be powerful and novel, bypassing the ammo economy can tend to force us to adjust enemies to compensate. [b]This effectively results in Sniper Rifles as a whole being punished because of Whisper’s unique ammo ability.[/b]"[/quote]
Whisper uses Heavy Ammo, meaning it does not directly compete with other Sniper Rifles, it competes with [i]DARCI[/i] and LFRs. DARCI is already above Whisper in Raw DPS. By removing the advantage to Sustained DPS that Whisper has, you have effectively removed it as an Option in the Heavy Slot. Again, [u]Whisper does NOT compete with Sniper Rifles[/u], because Sniper Rifles use Secondary Ammo. [u]It competes with DARCI and Linear Fusion Rifles. [/u]
Furthermore, I find the Closing Statements on the Season Of Opulence Sandbox Changes outright insulting.

Why don't you have the Conversation before you Unilaterally decide what is best for the Community? I understand you guys are under a lot of pressure to balance the Sandbox but REMOVING player-favorite options from the game is NOT how you build trust and respect in a Community. What ever happened to "Nerfing the Nerfs" Bungie..? Was that just more PR? [b]Its starting to seem like instead of Listening to the Community, all you care about is In-Game Statistics.[/b]
Conclusion: [b]Whisper Of The Worm will no longer be a Viable Choice for the Heavy Slot in PvE after this nerf[/b]. The weapons only utility was its ability to ignore the RNG presented by Heavy Ammo Drops. Without this Utility, the weapon is Outclassed by DARCI and SLEEPER in [b]literally[/b] every way.
Not only can one achieve better Raw DPS on those weapons, they can now achieve far more Raw Damage and Sustained DPS in combination with the Lunafaction Boots
[b]The only way to make Legendary Snipers Viable in Endgame PvE is to increase the DPS that Snipers do. Using them as an excuse to Nerf HEAVY weapons is counterproductive and wastes time and resources.[i] Why not skip the BS and move Whisper to the Secondary Slot, since you are so Adamant about it needing to compete with other Sniper Rifles?[/i][/b]

Whisper excels against slow, large bosses with large crit points, and falters against fast, small bosses with small crit points. It also falters in shorter DPS phases where burst damage is more important. Instead of nerfing Whisper, we need more intelligent boss design. All this change will make people do is move on to the next best thing, which at this rate is looking like Outbreak, D.A.R.C.I, or Sleeper, while making a fan favourite gun basically useless.

Has nobody considered that maybe Bungie plans on bringing in a new "heavy hitter" DPS weapon to replace whisper? With Outbreak Perfected's great Boss damage, it alone could take the pedestal from whisper now that it's nerfed. Finally too, an exotic primary hasn't been good boss dps since Touch of Malice. Personally, I'm done with every raid I do on LFG just being "Alright pull out Whisper" for most bosses.

I do get your point but it’s not about the different ammo type. If bungie buffs sniper rifles then they would have indirectly buffer whisper as well

Am I the only one that doesn’t enjoy whisper as a gun at this point? It’s not fun for me to use, it’s really just a tool to use when it feels necessary. I get that people don’t like nerfs but I don’t personally understand the attachment to the gun.

Correction: they didn’t have a “conversation” with us. They had a monologue. We read it and are being loud and clear in our dissent. They don’t care!

Whisper required landing crits...there are more interesting ways to encourage loadout diversity. Edit: A great example would be Exodus Crash in the NF rotation. Who chooses whisper for that strike? Change the encounters.

Whisper is one of the best PVE guns in the game and it perk is incredibly strong. The problem is Bungie already knew this with Black Hammer and yet still brought it back. This isn’t a new weapon/mechanic that ended up being used to provide more benefit than originally thought. (That is when adjustments are needed) Bungie knew Whisper would be strong if White Nail was brought back properly, knew the excitement would bring back players and it seems knew they would eventually nerf guns t to artificially increase the challenge of future content. Outbreak Prime is going to be the same, maybe it lasts a season but it was brought back specifically to try and recoup player population with the knowledge they will nerf it in the future.

I think Whisper needs it’s full ammo reserves back when we first got it. That is all.

The same thing happened to the sniper in D1. It was still a boss slayer.

They had all the data they needed on this weapon from the first game. They knew exactly how things would play out with the perk back to its original form.

Thats right. Some other guns will shine again. The MAIN problem, is Bungie giving us super hard tasks that MUST reward us with powerful weapons. So in the future I really do not want to see such weapons in the game, as they literally will get nerfed. And this is problem in Bungie at the first place, not sniper, other guns or something like that.

I decided not to vote. As of right now Whisper of The Worm is the best weapon for ranged DPS, small crit and especially big crit. I see where Bungie are coming from trying to get other heavy exotics back into play. People won’t like when a meta shift happens in any game, but it changes everything and people learn to adapt.

No one hardly snipes in pve anyways due to fact there’s only two good snipers and they’re exotic
