Overall, I'm enjoying my time with Solar 3.0, specifically Gunslinger, but I think there's something that can be changed with Scorch and Ignition.
Ignition is pretty hard to proc right now with enemies usually dying before you can trigger it. I think there are a few avenues to explore with this:
1. Have enemies afflicted by Scorch Ignite on death regardless of the amount of Scorch stacks they have. The size of the Ignition explosion can be smaller or larger depending on their Scorch stacks.
2. Have enemies afflicted by a certain amount of Scorch ignite on death. Similar to the above, but with this, you can have enemies Ignite on death if the have a minimum amount of Scorch stacks, like 50 for example. This way, they can still Ignite easier, but you can't get away with Igniting enemies with the bare minimum.
For both of these options, there could be a cooldown on the next time a player can Ignite an enemy without hitting 100 stacks. So, for example, I Ignite an enemy by killing them when they only have 20 stacks of Scorch. For an arbitrary cooldown, let's say 10 seconds, I can't Ignite an enemy in this manner. However, I can still Ignite an enemy by having them reach 100 stacks of Scorch during this cooldown or with an ability that Ignites regardless of Scorch stacks (such as Gunpowder Gamble). Keeps you from getting the easy route of Ignite too often while still giving more options to trigger Ignite.

I mean, they burst into a plume of flame and disintegrate before your eyes. You can't get much deader than that, might as well explode too. The scorch + ignition combo seems to be way more effective as sustainable DPS on tanky/boss enemies, especially against those goshdarn Overload Champs. That being said, this whole scorch + ignition debacle really confronted me when I ran through the Leviathan absolutely snap nuking and grenade spamming everyone with my Warlock for almost an hour to see that I had 5% Ignition kills for the "Defeat enemies with Ignition" bounty. I was like. "Well what the hell is an ignition kill then?? Enemies be catching fire and kersploding left and right and that doesn't count?" Turns out they have to have to die to the little flame on their head that explodes and deals the yellow number as damage. Which as you said, most enemies just flat die to the raw DPS before that happens. Thing drove me bananas. Then I hoped on my Hunter and used the Gunpowder keg, which deals pure Ignition damage and I finished that same bounty in no time flat. Granted this has a a cooldown. Titan on the other hand, can get ignition kills if shoulder charge deals a fatal blow and that's only limited by how fast your melee recharges... Hello Monte or Travelers Chosen.

I agree, its almost impossible to stack enough scorch stacks on trash mobs to get them to ignite… in which i feel like this whole system was designed to primarily deal with trash mobs in the first place…

Productive, non-spiteful feedback? I must be dreaming.
