Arc has always been more PVP besides the boss supers. It was always struggling against other subclasses for survivability in PVE and with Arc 3.0 nothing has changed. When other subclasses can heal, recover, overshield, invis, create stasis cover, weaken, scorch, buff teammates--- arc has blinding and jolting... and sometimes can move real fast. Blind is the closest thing to survivability that arc has and yet its disappointing how little the radius is and how often you can proc it. (Heck even void can suppress and do the same thing) Sure u can try dodging with ur speed but when most of the time enemies are scattered and ur taking damage from 270° most of the time-- its not gonna save u. Damage resistance wasn't even enough and it doesn't help if ur low recovery or constantly getting hit. The main 'thing' of Arc 3.0 they said was go fast, punch things, damage resist. Punching things is not a safe thing to do with high level content. And most of the depressing fragments are built into that concept.
meh.
What it has going for it supposedly is the amplify and ionic traces for ability uptime. First, some of the abilities aren't that impressive in terms of damage or fairly the same with other classes. Second, ionic traces isn't really super accessible unless ur a warlock. Third, these are all gonna benefit you and YOU ALONE. When all the other classes can help teammates with their abilities, Arc is alone in it doesn't help anyone.
Exotics.
Barely no synergy. If there is synergy, its Exotics are VERY SELECT few that help make it viable. Most of them are novelties and don't even make excel in doing one specific thing.
Overall.
ARC 3.0 is so disappointing in terms of rework. I and most people were probably always looking forward to this update. Even from a poll back then, EVERYONE knew Arc needed this the most and yet here it is and its quite disappointing.
P.S. I love my Getaway Artist build tho.

Hunter arc can invis and heal and overshield Because of exotic combinations.
-
Most of the fragments are weak and have negative state effects. Like a 1/3 purely focus on gun play which makes the sub class feel weak or limited when it comes to ability builds.
-
Arc titan is insanely better then warlock and hunter arc imo after playing all 3 with whatever build I could think of

This whole post could have been avoided if you just used a different subclass? The game gets stale when every subclass can do the same thing, team composition is a big thing in most games, destiny included, just have 1 person running solar so they can heal you, arc 3.0 isn't the problem it's your playstyle, wouldn't be a very fun game if everyone was the same, mix it up a bit

The fragment we needed with arc 3.0 that would make it 100x better. Arc traces grant you 100 health.

Worked on striker again tonight and I have come to the conclusion (and I can’t believe I’m saying this), but these new grenades with jolt are the best thing going with 3.0 striker. So I went all in on them. Jolt/Armamentarium/longevity/aspect Pulse packs a punch and combined with thunderlord provides some synergy in pve.

I think there is some tweaking to be done (and will be done) but overall, I'm enjoying Arc 3.0 a lot. I will admit I wasn't prepared for the lack of survivability after using Solar all last season, but it is super fun for me. Maybe it just doesn't fit your style. There is no reason to not use one of the other subclassess if you enjoy them more or feel the are more effective.
