I wanted to call attention to this bug since diamond lance was announced to be the stasis aspect for prismatic on titan. This has been happening for a long time, but my guess is that Bungie hasn't looked into it as the bug is not that consistent. Besides the slam not freezing, it sometimes also inta-shatters enemies, making it pointless for CC. I hope Bungie sees this and does something about it as it makes the experience with the diamond lance quite annoying and unreliable, especially in high level content.
