Bungie is a company, and is therefore in the business of making money. There are many different groups or units in Bungie that work on and develop different aspects of the game or infrastructure.
All of those groups have to prove that they add value to the product and therefore generate income. That's very easy to do if you work on developing the next DLC, because if you did well then your content makes a lot of money justifying your paycheck. But for something like supporting the live game, how do you prove that the work you do generates more money, how do you show that somebody went out and bought the game because you released a really awesome patch.....
Short answer is you can't.
So you have to show that you can generate money. The more money you can show you generate, the more people you can hire, the better support you can give.
That's why this exists, so the team that supports you the gamer becomes a boon to Bungie instead of a burdon. The better funded they become, the better Destiny becomes, it's as short as that.
