I created a third character in my account and when I started the Forsaken journey ... the start button appears in red and the message "Quest Inventory Full". Just that I have a few Quests, the Accountant says I have 17 Quests and Bounty, and the limit is 63. When I put the Shadowkeep journey to start it does not appear this message
