If you can get up on the crankshaft of the Speaker's device over where he hangs out you can stop the entire device by sitting on it. It helps to be sideways and staring at it. And it slowed and eventually stopped. It took about three minutes and it managed to start turning again. But on shifting my position I was able to slow it down and eventually stop it. I laughed three guys were trying their darnedest to get up to me probably to see if they could get on the largest ring. But I don't think you can head on. Anyways there's a lot of crates and objects to jump on in the Tower. I noticed a couple of guys way up high on the Northside. I'm not sure how the social part of the tower is going to work if nobody can hear each other. Perhaps Bungie should reverse it so if you want to opt out of proximity chat you can. It's basically quiet chaos as it is now. You can get up on the crankshaft by using the ring dilation device sitting on the Speaker's desk of you want to try to stop the device.
