As you stated, the Queen's Emissary card was unlocked by reaching Rank 1 in the Queen's Wrath event. For some people, this card did not unlock though. Unfortunately, there isn't much that can be done there. The Queen's Emissary might return with House of Wolves. As for the emblem, you had to play at least 4 of 6 bungie games. These games are - [b]Halo 1 PC[/b], [b]Halo 2[/b], [b]Halo 3[/b], [b]Halo 3 ODST[/b], [b]Marathon: Durandal[/b], and [b]Halo Reach[/b].
