Global difficulty in game

A mmo needs to appeal to a diverse audience of players of varying skill to be successful. To accomplish this objective, establishing a global difficulty for open world activities and missions should be considered. This would allow players to choose the difficulty of the world they wish to play in with better rewards and higher experience gains for higher global difficulty along with higher level gear. This should also apply to all pve missions that are not dungeons and raids since they should have their own difficulty systems and not for nightfalls since they already have a difficulty system. Please only provide constructive feedback as this is for discussion. I will.only respond to positive and constructive feedback. Thank you.
