Hey there, there was a change to how emblem ownership worked in season 21. It was meant to target people who'd linked accounts together temporarily to share certain rare emblems, pulling copies onto their characters, and using them despite no longer having them in collections when unlinked. Those emblems could now no longer be used. Does that emblem appear in your Collections? If not, that's the reason why it says you don't 'own' it. In that case, did you perhaps have another Bungie Account at an earlier date? I'm asking because that emblem was only available during 2017, but your current Bungie account was made in 2019.
