Day one Xbox One player here. Enjoy the game; baffled by the lack of story in the game proper but whatever. I typically play at home, on my Xbox One, the same machine that I originally installed my day one copy, year one season pass, and where I purchased TTK. Today, I'm at my in-laws' house where they own an Xbox 360 and a copy of Destiny. Signed in with my gamertag, downloaded 2.0, and I have no access to anything from TTK, TDB, or HoW. Is this an insurmountable problem, or is there some trick of DRM that I need to use to access the content to which I believe I own a license.
The attention of Bungie to this issue would be greatly appreciated.
TTK doesn't transfer over. Only TDB and HOW.
With that said, you should be able to play up to HOW on the 360 but it can get complicated with licensing.
Your understanding of licenses regarding different generation of consoles is partly wrong. For downloading the games, the license is tied to your console generation. Meaning just because you digitally bought it for one doesn't mean you'll get it for the 360. You'll be able to play it if the 360 machine you're using has it but it doesn't mean you'll get two copies for the price of one.

After reading some supplemental information from Microsoft I think I have a solution, but I'm not about to try it without some kind of confirmation that it won't deactivate the licenses on my home Xbox Juan.
Let me elaborate:
When you buy something on Xbox, you should be provided with two licenses. One is on the Xbox and should allow anyone on that Xbox to play that game offline. That won't apply to Destiny because it's an always online game, but that's how it works with less Orwellian titles.
The second license is attached to your gamertag (more specifically the Microsoft account that includes your gamertag, email, billing information, and whatever other utterly intrusive details they want from you), and, in theory, allows you to play that game on any machine you're signed in to.
My understanding of this is, then, that I should be able to play Destiny on ANY console of EITHER generation, as long as all the data is installed and I am signed in.
