The Taken King License not appearing

I originally bought The Taken King as a preorder (I had Destiny and the expansion pass already), and when it finally released it was not showing up on my account. So, I contacted Xbox support, and they refunded the purchase and had me repurchase the content. That worked, for about 6 months. Now, today, it is happening again. When I go to click on any of The Taken King content in game, it tells me I need to purchase it again. It is still in my games and apps section on my Xbox, though. I have done the troubleshooting with Xbox support (restarting, clearing cache, removing and reinstalling my profile, reinstalling TTK, deleting local files) but none of this worked. Xbox then said my only option is contacting the developer to see if they can reinstate my license. I have no idea where to go from here. Any help is appreciated.
