This seems to be a recurring issue for players. I am stuck in limbo on the Khvostov quest with only 14 of the encryption bits in my (NOT FULL) inventory. I have collected every region chest, and have rerun every cyst at least 3 times at this point, both through the ghost quests and stand alone. I know beyond a shadow of a doubt that I have interacted with every rubble pile. Enough people in the community have been faced with this issue that something needs to be done about it. Otherwise I am very pleased with my experience with the expansion thus far:)
